[TEST] Test OpenCV without building from source to libopencv-dev #15

Tested on Ubuntu 18.04, 20.04, Zorin OS, and other Ubuntu flavors:

sudo apt-get install libopencv-dev

This also installs: libopencv-contrib-dev which should include opencv-contrib as well.

Instead of asking users to build OpenCV from source, we should test with installing libopencv-dev. But AFIK, using apt package manager install opencv2 version (needs to be verified).
