Populate Runtime and Protocol Fields on Model Page

Describe the solution you'd like
Currently, when using a custom runtime, the fields on the Kubeflow model dashboard are not populated. Our data scientists would like to have some way to populate the "runtime" and "protocol" fields to provide more information to staff that are viewing the models page.
