Support admin contributor management for all namespaces

Why you need this feature:
The admin currently can only see the contributors in namespaces that they own not all namespaces. As the cluster admin, it is expected that admin can manage the contributors in all namespaces.

Describe the solution you'd like:
In the central dashboard, display the contributors in all namespaces and support adding/deleting for admin.
