This is about having running instructions as a separate doc and have both README.md and CONTRIBUTING.md pointing to it, rather than having README.md linking to the more complex CONTRIBUTING.md doc.

There should only be a CONTRIBUTING.md file at the root of the repo (it's linked to from the new issues / new pr page and highlighted for new contributors -- see https://github.com/blog/1184-contributing-guidelines).

Update the scope of this issue to have a single CONTRIBUTING.md file.
