What would you like to be added:
allow to set strictARP settings for kubeadm (https://godoc.org/k8s.io/kubernetes/pkg/proxy/apis/config#KubeProxyIPVSConfiguration)

Why is this needed:
Currently in some clusters it's needed to set strictARP: true, so that externalTrafficPolicy: Local correctly works (baremetal + metallb). However kubespray does not have any way to set it.
