LocalDNS support for CoreDNS file plugin

We currently use the file plugin with CoreDNS, we're trying to use that same feature with LocalDNS however this plugin is not supported:

no action found for directive 'file' with server type 'dns' (missing a plugin?)

Is it possible to add support for the file plugin or is there a better way that you recommend to do DNS resolution overrides within the Corefile on localDNS
