1. Describe IN DETAIL the feature/behavior/change you would like to see.

Provide support for Apple Silicon (darwin/arm64)
Add support to generate client-side binaries for the new platform for all active versions of kops (1.19.x and newer)

Why is this needed:
Apple has transitioned its Mac hardware lineup to Apple Silicon (M1, M1X, ... etc)

Kubectl is already supporting the new platform
kubernetes/kubernetes#97743
