What this PR does / why we need it:

If kube-apiserver is running as non-root then we don't give it permissions to write to /etc/srv/sshproxy which causes failures if sshproxy_user env param is set. I don't think this bug needs backporting because by default we don't run kube-apiserver as non-root in OSS.
