What type of PR is this?

What this PR does / why we need it:

Removes the Network Partition [Disruptive] tests.

These tests have been inactive since #56790 (~1.8).

When they do run in the GKE environment, the code intended to introduce network partitions does not work, and results in stuck nodes requiring manual intervention.

Does this PR introduce a user-facing change?

it's not fundamentally kind though given https://prow.k8s.io/?job=pull-kubernetes-e2e-kind-ipv6 which is about even with GCE presubmit for pass rate
something about that expanded test suite vs the ipv6 job is giving us issues
