What this PR does / why we need it:
Removes the
Network Partition [Disruptive]
tests.These tests have been inactive since #56790 (~1.8).
When they do run in the GKE environment, the code intended to introduce network partitions does not work, and results in stuck nodes requiring manual intervention.
