What this PR does / why we need it:

Fix inaccurate comments regarding unschedulableQTimeInterval in scheduling_queue.go.

If a pod stays in unschedulable queue longer than unschedulableQTimeInterval,
the pod will be moved from unschedulable queue to backoff queue or active queue. The current comment
says it will be moved to active queue only.

Nit: the variable name is podBackoffQ (just so it's consistent with other queue names used here)?

The term backoffQ is used a lot in the codebase and IMO it's not vague.
