What this PR does / why we need it:

  1. These utility functions are only used in tests and so this PR moves them where it belongs. Looks like this was a leftover from when we were moving utils to kubectl.
  2. Leftovers from context.TODO.

some legit compile errors from CI but lgtm otherwise
