convert rest storage to per-resource part 1 of...? #108169

Trying to find a readable way to build rest storage on a per resource basis to avoid typos. I think this is about 1/3 of the way through.

I get the desire to avoid typos. I'm sad that my vscode searches for "resourcename"] or "resourcename/status" will no longer find these storage files

The Kubernetes project has merge-blocking tests that are currently too flaky to consistently pass.

This bot retests PRs for certain kubernetes repos according to the following rules:

  • The PR does have any do-not-merge/* labels
  • The PR does not have the needs-ok-to-test label
  • The PR is mergeable (does not have a needs-rebase label)
  • The PR is approved (has cncf-cla: yes, lgtm, approved labels)
  • The PR is failing tests required for merge
