Avoid dockerhub for nginx (fix for only pull-kubernetes-e2e-gce) #108514

Avoid docker hub as folks will run into rate limits. use an image we already have.

pull-kubernetes-e2e-kind-ipv6 — Job succeeded.                     

I think we should remove it
