Support CI jobs that use prebuilt-images by adding additional image tags

In periodic CI jobs, there are cases where one CI job builds the images and another one picks them up instead of building things all over again.

So in this case, the original image tar(s) do not have the additional registry. So let's create them as otherwise the CI tries to pull them down from the registry and fails.
