Bump agnhost image to v2.36 to include changes from #108750. Also updates the README to clarify how the version is updated.

your PR only bumps the version, the previous one has the version + the changes, I think is better to keep the reference to the previous one

The previous PR updates build/dependencies.yaml and bumps the compiled version string in test/images/agnhost/agnhost.go, which is no longer needed.

(also okay to not include a reference PR since the steps have just been reduced to "bump the VERSION file")

okay I removed the reference PR and just gave an example of where the VERSION path is (e.g. test/images/agnhost/VERSION)

The Kubernetes project has merge-blocking tests that are currently too flaky to consistently pass.
