What type of PR is this?

/kind bug

What this PR does / why we need it:

#117962 accidently reversed a check in a Windows e2e test to ensure we have Windows nodes in the cluster.
This PR fixes that issue

I have the test passing on a local cluster.
We don't current have an CI job that will run the serial-slow jobs on a Windows cluster :-/
