release-1.24 has been EOL since May 2023 and the last patch release
came out in August 2023

JFYI: We are working on adding a flag to update-rules command, so that the branch rules can be easily removed; just like how it is added. Ref: kubernetes/publishing-bot#377

As the jobs for 1.24 has also been removed.
