What this PR does / why we need it:
Release 1.8: Move hardcoded constants of component version and sha1 to the beginning of configure.sh to make it easier for GKE image preloader to parse.

Which issue this PR fixes (optional, in fixes #<issue number>(, fixes #<issue_number>, ...) format, will close that issue when PR gets merged): fixes #
