should be v1.10.0+ as this won't get into 1.9 release. right?

This is indeed for v1.9; this was merged way before v1.9 code freeze :)

Update CoreDNS version and Corefile in kubeadm **What this PR does / why we need it**: We bumped CoreDNS version to 1.0.0 (#56802) and added CoreDNS as an optional addon in kube-up (#55728), but something wrt log was missed. The log option of CoreDNS was changed since 1.0.0.
