What this PR does / why we need it:

This helper is used in tests and pulls in unnecessary dependency, which should
not be used if kubeadm is to move to staging.
Replace with direct use of the GroupResource type.

This helper is used in tests and pulls in unnecessary dependency, which should
not be used if kubeadm is to move to staging.
