What type of PR is this?

/kind cleanup

What this PR does / why we need it:
PR #77222 removed a workaround for a Go standard library bug that was not fixed until Go 1.12.4, so we need to require that version. (Building with Go versions prior to 1.12.4 will result in test failures in k8s.io/apimachinery/pkg/util/proxy, and of course actual failures if one uses the upgrade-aware proxy.)

Which issue(s) this PR fixes:

Fixes #

Special notes for your reviewer:

Does this PR introduce a user-facing change?:

Bumps the minimum version of Go required for building Kubernetes to 1.12.4.

Additional documentation e.g., KEPs (Kubernetes Enhancement Proposals), usage docs, etc.:

kubernetes#77222 removed a workaround for a
Go standard library bug (golang/go#31125) that was
not fixed until that version, so we need to require it.

Hi @jktomer. Thanks for your PR.

I'm waiting for a kubernetes member to verify that this patch is reasonable to test. If it is, they should reply with /ok-to-test on its own line. Until that is done, I will not automatically test new commits in this PR, but the usual testing commands by org members will still work. Regular contributors should join the org to skip this step.

Once the patch is verified, the new status will be reflected by the ok-to-test label.

I understand the commands that are listed here.
