/kind cleanup

What this PR does / why we need it:

In #83801 I neglected to bump bbolt to v1.3.3 like etcd does in v3.3.17. etcd is compatible with both bbolt versions but we should keep the transitive dependency aligned.

As this is a transitive dependency of etcd v3.3.17, I don't see the need for a release note.
