Set go version in fluentd-elasticsearch addon #84939

What this PR does / why we need it:

After upgrading to go 1.13.4, my IDE started adding the go version to this go.mod.
I set it to 1.12 to match the main go.mod.

I set it to 1.12 to match the main go.mod.

probably better to sweep all go.mod files and set to go1.13

Updated to 1.13, but feel free to close if you are planning to do the sweep soon.
