What this PR does / why we need it:

According to

47a1458#diff-af923020fb5800d949a2b1acd9117903R578-R592, we can see the continue label logic was introduced for nested for loops. Since the inner for loop has been abstracted into IsPodReady(), there is no more continue label needed. It is really confusing.
