Add missing resource limits for e2e preemption #90979

What this PR does / why we need it:
49464d9 introduced fixes to 2 preemption e2e's, but missed setting a Limits field for a pod being created with extended resources which has led to this test constantly failing for this reason (example failure: https://prow.k8s.io/view/gcs/kubernetes-jenkins/logs/ci-kubernetes-e2e-gci-gce-serial/1259735320249765890)

It's weird that the PR introducing this change was able to pass CI without it, but this should provide the fix
