Make nested /volume/ repo images overridable #92957

The multi-arch container images used in tests live in quay.io which
doesn't support nesting. By making the /volume/ images repo configurable,
we are able to override them despite our current limitation.

Hi @r4f4. Thanks for your PR.

I'm waiting for a kubernetes member to verify that this patch is reasonable to test. If it is, they should reply with /ok-to-test on its own line. Until that is done, I will not automatically test new commits in this PR, but the usual testing commands by org members will still work. Regular contributors should join the org to skip this step.

Once the patch is verified, the new status will be reflected by the ok-to-test label.

This change will need to be backported to all releases down to 1.16. The 1.16 release affects OCP-4.3 which is supported until late October.

It is a fair ask, that registry can stay anywhere even outside the GCR. Code looks to me, it will be great if you can enhance the test coverage for the volume repos here:

k8sCSI = "test.io/k8s-staging-csi"
