Reduce test volumes of in-tree volume plugins to 1GiB to reduce costs and to increase speed. Formatting 5GiB volume took too long in a badly overloaded OpenStack CI cluster.

In addition, bumped the minimum resize volume size to 1GiB (from 1MiB), see #93654.

All in-tree volume plugins support at least 1GiB volumes.
