gpu device plugin uses EnsureExists addon mode #94726

What type of PR is this?

What this PR does / why we need it:

This PR changes the nvidia GPU device plugin addon from Reconcile to EnsureExists mode.

This is needed since the device plugin runs on a large number of nodes, it's almost certain there would be edge cases which causes the device plugin to fail (due to things like OOMs). While investigating and fixing root causes could take longer, changing the mode to EnsureExists provides a mitigation to these failure scenarios by allowing resource requests to be increased per cluster.

Hi @pradvenkat. Thanks for your PR.

I'm waiting for a kubernetes member to verify that this patch is reasonable to test. If it is, they should reply with /ok-to-test on its own line. Until that is done, I will not automatically test new commits in this PR, but the usual testing commands by org members will still work. Regular contributors should join the org to skip this step.

Once the patch is verified, the new status will be reflected by the ok-to-test label.
