Master failed to restart on Debian Jessie. Console logs showed:

Unrecognized mount option \"nobootwait\" or missing value

I have no idea where nobootwait is coming from though...

Aha... it's a bug in jessie's cloud-init. I have a fix, will produce a PR once verified.
