Let's align on what makes a good charter using this issue and then make it a doc. cc/ @philips @pwittrock

Things I've found:

  • It looks like (is formatted like) the SIG charter template
  • It has a Scope section that accurately reflects what the SIG does today
  • There is a process for role transitions ( how does a Chair step down or how can they be removed)

We decided in the steering committee meeting today to just use the requirements doc for reviews: https://github.com/kubernetes/community/blob/master/committee-steering/governance/sig-governance-requirements.md
