rudr ps provides overview information that the AppConfig List under namespace

@wonderflow Note that we don't even have the concept of "application" in app engine. Also, we should make sure the command line is consistent, e.g. rudr apps instead of ps

In default, rudr apps will list all apps either deployed by rudrx, or applied by manifests outside of rudrx, if the name of the Component is the same as that of the ApplicationConfiguration. Do we need to distinguish between those two?
