I have no idea of the actual implementation yet. But this could definately use: http://babel.edgewall.org/

Just to add another facet. I have a similar requirement to fulfill.

I need to store both a locale and a language attribute for users.

Valid values are concatenation of the ISO 639-1 two letter language code, an underscore, and the ISO 3166-1 2 letter country code; e.g., 'en_US' specifies the language English and country US.

The requirement is just different enough from a standard POSIX locale that it warrants thinking about.
