Hi Kyle,

I was trying to generate the XYRS BoM using kicad-utils tool with KiCad 5.1.12 in a Win10 PC and am getting an error "ImportError: DLL load failed: The specified procedure could not be found."

Please find attached screenshot of the error:

What is causing this issue?

Looks like you're missing some python kicard libraries. I don't use Windows, sorry.
