Was spotted on 1650super, 2060M, 2060Super. Needs investigation/help from someone that can reproduce this issue, and test another video card in the same system to make sure that this is an nvidia driver issue.

The issue appears to be related to NVIDIA's FPS counter. Disable it (Alt+Z)

I can confirm for 2060Super. I don't have anything besides the driver installed. No Nvidia Overlay, Geforce Experience, Nvidia Telemitry or Nvidia auto Updates. In the Nvidia Control Panel I cannot find options, for any FPS counters.
Using Nvidia driver 466.11.
Detailed system info, by nvidia control panel:

EDIT: It works again? (V. 1.3.3)

The problem was that the path to the folder with gosumemory and to osu contained spaces, as well as Cyrillic characters. After moving osu and gosumemory to C:/ the overlay started to display.
