I got stuck, so I looked at the spoiler log for the grappling hook for sunken treasure. In order get the hook, I need to deliver a letter, so I looked up where the delivery bag is...and it's in a sunken treasure chest.

The spoiler log says that Tott gives you the grappling hook, and of course you don't need to deliver any letter to get Tott's item.

I was soft locked at the top of dragon roost island since I forgot about tott and didn't have a grappling hook, if that's something you want to keep from happening to someone else

That's not something I can really fix, I've tried before.
It's not an actual softlock anyway since you can just save and reload.

also, just a quick tip, if you were talking about the miniboss place, where you normally get the Grappling Hook, if you have it, you can use the Deku Leaf as an alternative, you can also change the wind direction.
