To follow InfrastructureModels conventions, rename run_* functions as solve_*.

Add helpful error messages when calling run_* on what the new function name is.

Need to wait until after Julia v1.6 is release so the depreciation warning can be forced on.

Preliminary implementation is available in the solve-rename branch.
