Docker version 18.09.2
System info ubuntu:
System info disto/version: ubuntu 18.04 (as sub-sytem in windows)

question:

how can i access the horizon after launching the container laravel-horizon??

Did you try domain.test/horizon in your browser? That should work just fine normally.
