cUrl error 7: failed to connect to localhost port 80

I'm running craft and I'm able to view the site by visiting http://localhost. Everything works fine.

There's a plugin that requires a url path to an XML file that i'm importing.

I'm getting the error

I'm running apache2

Unable to reach http://localhost/import/locations.xml. Message: cURL error 7: Failed to connect to localhost port 80: Connection refused (see http://curl.haxx.se/libcurl/c/libcurl-errors.html)
