xdebug cant set remote_connect_back to 0

Info:

• Docker version ($ docker --version): 19.03.5
• Laradock commit ($ git rev-parse HEAD): c3620e9
• System info (Mac, PC, Linux): windows
• System info disto/version: 1909

Issue:

cant set xdebug.remote_connect_back = 0.it always equal 0
and when i set php_version = 7.2 ,rebuild.it still 7.3
and build --no-cache workspace, it stop "apt-get update -yqq",

Expected behavior:

i want use debug with vscode ,but the xdebug cant work,so i did the change above
