Is your feature request related to a problem? Please describe.
Currently laradock does not provide an option to install the OCI8 extension like it does with the workspace or php-fpm images.

Describe the solution you'd like
Add the option LARAVEL_HORIZON_INSTALL_OCI8 to .env.

Describe alternatives you've considered
I considered adding manually in the dockerfile while there is no official support from Laradock.

Additional context
OCI8 working on both arm64 and x86_64 architectures would be very good. Consider the issue #3203.
