做RBAC的时候可能导致两条不同的url指向同一个控制器的action, 出现权限纰漏, 实际上并不需要默认路由的情况.

你可以在自定义的路由器里，把所有你不想要的情况，路由到一个默认的页面，比如404. 最后返回true就行了。
自定义路由器返回true，就会阻止近一步调用默认路由器。
