Add support for the page content bouncing but not any fixed rlements such as navigation bar

Many (if not all) iOS apps bounce when you pull down from the top or bottom, and it would be nice to have this in web apps but without the title bar or other fixed content bouncing.

I'm not sure there is a simple way to do this, granted we have to block this behavior completely in order to stop the app from bouncing... I'd be interested in reviewing a solution with POC code if others have any ideas.
