Hm. It does seem to affect only my app--with the strange caveat that my app's code hasn't changed in the past three weeks, bit the recent update to iOS 10.3.2 caused the scrolling to break, and removing iNoBounce got it working again.

This is a react/redux application, but again, although no code has changed in the past three weeks, the scrolling behaviour has.

Oh well, might as well close this down, as there must be some additional interaction happening here.
