这里是不是应该绑定两个用户组：一个是客服用户组 、一个是管辖用户组。

总之这里有点让人看不懂，能麻烦解释一下吗？

文案未更新，这里应该写的是 管辖组。

管辖组，就是客服的分组。
每个工单模型都可以自定义它对应负责的 客服分组。 即管辖组。

意思是超时告警，也是给客服组的
