Per papers discussion, right now some folk use +2/-2 to ensure discussion, whereas others - and this is the expectation of the chairs - maintain a list of 'things we need to discuss to either rescue or ditch for reasons other than 'I really really really want this talk' or 'I really really really don't want this talk'.
Something like a 'Flag this for discussion' knob on reviews, orthogonal to the vote would support this.
