Why do we have that in the docs for localization, is_localization.mk' doesn't link, when it does exist with exactly that name? (docs#is_localization.mk')

As pointed out by @eric-wieser, what's happening is that the linkifier runs after things have been HTML escaped, so it sees is_localization.mk' instead of is_localization.mk'.
