Currently, the tests in .github/functional_tests do not verify the expected steps ran during the test run of lean-action. We can leverage workflow commands and output parameters to verify the correct steps ran.

In the future, we may expose these outputs to lean-action users so they can use the results of lean-action in later workflow steps.
