Add row count to tables #1084

Each table in the echo web UI should display the total number of rows at the foot of the table.

Views containing affected tables include:

  • Phases (/phases)
  • Projects (/projects)
  • Users (/users)
  • Chapters (/chapters)

If the row count is 1, display 1 row. For all other cases, display [N] rows.

The displayed row should be aligned and otherwise styled as shown here:
