running kolibri command from subdirectory is problematic #143

steps to repro

cd into a subdirectory, e.g. kolibri or docs
run kolibri manage devserver --debug -- --webpack
try to load http://localhost:8000/learn/

Exception Value:

[Errno 2] No such file or directory: u'/Users/d/Projects/learning_equality/repos/kolibri/kolibri/kolibri/core/build/default_frontend_stats.json'
