Update frontend for a channel's Topic and Category browse experience

Overview:
Using similar patterns to the new cross-channel search and home page, update the browse experience to feature the new card design, updated layout, and responsiveness. The filter/search sidebar will also be used in this page as an embedded side panel. The side panel will also toggle to a topics list that the user can select from.

Done when:

• The channel's "browse" page displays the channel title, description, and icon/image
• Within the page, the sidebar can toggle between "Topics" and "Search"
• The "Topics" option provides a menu list of links within the tree structure of topics and resources (or both, if they are on the same level)
• Clicking the link updates the content and the breadcrumbs across the top of the displayed search results
• The "Search" option provides the same features as the cross-channel search/filter, but only within this channel
• Cards contain/display all of the available metadata in accordance with design updates
• Content is displayed responsively and with new layout, according to the levels in figma
• Users can toggle between grid and list view
• Users can "see more"

Outside of scope (will handled be in followup issues):

• Connecting side information panel
• "Don't show this again"
